There are likely more on an international scale with English translations or dual option of course/textbook materials in English. For example, as noted earlier, Delft University of Technology has an OpenCourseWare too. One organization that overviews a list of these includes Open Education Consortium (now OE Global).
I support experts and their work, while recognizing that a level of accessibility (perhaps more so at introductory levels) exist through OERs that people could use.
